This sounds like the grid on one of the (3rd?) triodes is getting too much signal. It will make the signal fade in and out. Is the clean working properly? Does this do this no matter what you're on? Maybe post a pic and someone here can help?

Grab your chopstick and start tapping if you don't have a scope. More than likely something is getting rattled at high volume causing some sort of transient noise/distortion. Those are the high power fenders, or is it the same transformer on both? This amp also seems to have 2 chokes. I wish i was more knowledgeable to figure this amp out. :D Can you take a pic of the bottom of the chassis? i'm sure you could get an answer if you did that, very smart folks around here :)
