The Little Devil should have a perforated metal back panel that the speaker jack mounts to. This will help relieve the stress on the jack and also provide a RF shield. Have you tried a different tube ? Is this the bread boarded version or the PI in the amp. Check your 470k resistors and make sure they measure the same.

I'm using a 1k and 39k on the cathode of the PI and 100k resistors for the PI plate resistors and this is on the 6112 PI. Also use 1 meg from the PI tail to the grids of the 6112. That's how my PI is set up. I would think that the lower value resistors on the plates and grids may be throwing things ...

For what it's worth I'm using a 6.6k output transformer and my B+ voltages average between 170-180 volts on the plates. Wierd, who knows what to believe these days in regards to Peavey. They have gotten a lot of bad press lately after the Undercover Boss episode a few months back.
