I would say to try and source "local" parts. In the US, you could use a hammond box, edcor trannys, and and maybe a Ken Watts $12 eyelet board. If this is just for the learning curve, then quality of components shouldn't be a major concern. (ie Sozo caps, etc.)

I'm not exactly sure on the partridge transformer, but I have seen on others. The transformer, instead of having a center-tap, would have 2 primaries. A negative phase from one winding and a positive phase from the other winding would be grounded just as a center-tap would be.

I've slowly (read very slowly) been working on one as well using turrets for some of the tweakable areas. It makes a lot of sense to use pcb since the circuitry is so demanding in the layout aspect.

You can try any of the 12a*7 tubes. The 12ax7 is the highest gain of the group. They are all in a self biased circuit so there is no biasing required.

If this is the footswitch that I have attached, then yes it would need to be rewired. The 5v zener would not allow the voltage to pass unless the effects switch was in the off position. The circuit would then has to be polarized correctly or there would be a 1.4 or 1.6 v drop across the other diode ...
