It is an optoisolator. It is probably used for some kind of volume switching, but hard to tell without the whole schematic.

You are going from an almost 600vct to 250vct transformer. You will need to change your dropping resistor (220k) to a lower value such as 100k or lower. This should boost up the bias output.

If you take a look at the schematic, you have a complete balanced setup before the power tubes. The 1k resistors feeding the grids on the power tubes would be the output. This would require "padding" the preamp level down a bit. I am not sure of the actual output voltage wise, but a coupling transfo...

Depending on the condition of the parts, I would buy another chassis to rehouse the twin. You could then sell it, use it, or whatever. Building a *umble styled amp is another option.
Using the parts for a standalone reverb is like powering the baby carriage with a V8. Just slightly too much IMHO.

Google "R core" transformers. They have been around a long time and are more efficient than your standard E I core tranny. I haven't done a lot of research, but they look to be easier to wind. They come in sort of a humbucking configuration.
