UPDATE:
Upon acting on everyone's input, I found that I did indeed have an output tube socket failure of some sort. After replacing it, all is well! The JJ 6V6's are in and sound great. Thanks so much you guys!!!

I measured at each tube socket heater pin and also the pilot. All the same.

Well, I started to jot down my voltages and check my solder joints and take a general look around. I found a resister that I hadn't added to my layout. I am using the Toneslut Vintage spec output transformer and all of the wires are being used. The transformers are set at 90 degrees to each other, give or take a degree. I'm thinking it could be hum induction through the air because the tone is the same at the transformer as the speaker.
