Here is a schematic for an old Silvertone amp I have. It uses a double voltage doubler...LOL. Two very low voltage secondaries doubled, then stacked together. Just ignore one of the secondaries and you will see how it was implemented. Hope this helps.

I patched in another transformer and to my dismay it too had the low volume very distorted sound, so I'm sure the OT is not my problem... You might be correct, it is possible that the tubes need not be re-biased to switch them out. I personally check and re-set bias (if needed) whenever replacing power tubes, even if I replace them with the same model of tube. Sometimes a bad or loose tube socket can cause this symptom. Have you tried to re-tension or clean the pin holders on the sockets? I have heard of this helping with intermittent crackling noises. Might not be the problem, but it is something easy to try first.
