On a lot of Fender schematics it tells you that voltage can be as much as +/- 20 per cent from the schematic. Nothing to worry about.

I would head on over to the antique radio forums for test equipment and see what you can learn there. The bulbs are part of the bridge circuit. You can see them on figure 4.1 of the manual.

That's about one of the best pieces of test equipment there is. by the way.

If the stuff is sticky, then it's the wax that the transformer was potted with. If it is not sticky, it's lacquer that was used for potting, nothing to worry about.
