I had Hiwatt style Traffolyte panels done by a company called Furnells in London some years back. If your friend googles Traffolyte engraving uk he'll get a number of other companies, maybe one will be nearby.

Most people measuring voltages in these amps use Fluke. You can run into 750v AC on some transformers. So 1000v DC.. Cat II.
I use a USA Wavetek (ex BT), but do a search on here and see what folks use.

Sorry I don't know about Tube Town transformers. I've used Hammond Classictone (no longer available) and Mercury (very expensive). I know folks in the USA use Heyboer. As for speakers, 150w Swamp Thang in Thiele cab works great or Celestion G12-65s in open back.
Many use EV 12 but I found them good only at gig volumes.

Maybe a failed R/J switch that is not closing in Rock setting, resulting in PAB? Measure resistance across switch pins. As Martin says, RJ not engaging correctly results in tonestack lift ie PAB.
