Balancing the load will get you the most power output. So, two 8 ohm speaker cabs wired in parallel makes a 4 ohm load, and you should set the selector to 4 ohms. The Fender Bassman RI (tweed 4x10) has a 3A fuse (accessible outside chassis) followed by a 4A fuse in series, inside the chassis. Strangely, the 4A fuse had gone open when the client brought it in.

Width of cutout for chassis should be 0.25" wider than chassis for a snug fit, or +0.3125" for some breathing room.

Just because an outside power line runs close does not suggest noise or poor AC from utility. A scope would be userful for examining the AC.

Sounds correct. Typically, the bulb will get bright right at power up, as the reservoir filter fills, then it should fade.
