Ground is green on any mass produced electronics item. i don't know the reference but that is the way it is.

Wont the rectifier also drop voltage? Since we're in the single digits for voltage i would assume the rectifier drop to be enough to not be ignored?

Looks like this was the same one I tried, which introduced a lot of hum. Not sure why the layout was very similar to yours I put the jacks right behind my tubes as well. Glad your's worked well!
