Touch-up the cap connections. Your tap may have been hard enough to affect another joint, so if that cap
didn't do it, reheat connections closest to it. Of course the cap may have an internal intermittent contact.

Having done government travel for decades I can tell you in large cities the listed hotel rates are low. The hotels accept them, if they are contracted with the gov't, but that won't apply in your situation.

The power tubes are driven at the cathodes, and the suppressor/beam forming plates are grounded, but they are internally connected. So how is the cathode modulating the current flow if it's grounded? What am I missing?

Seems like they just got tired of dealing with the EF86's shortcomings. If I wanted to get rid of the EF86 while keeping its high gain, I would replace it with a twin triode configured as a cascode. edit: thinking alike, I guess. 10mV is well minimized, but what is the source? When that is identified it can be not just reduced, eliminated. Even low level oscillations will heterodyne with signal to make the signal less pristine.

If that's the case, i would improve all the grounds, resolder ground wires, sand connections at jacks and pots, clean with solvent and reassemble. That might kill your oscillation.
