El84 are sensitive so you can clip a 470k to each 100k PI plate resister to make them 82k. This would reduce gain but also raise the PI's plate voltage. Quick and easy test. I am not familiar w the spitfire pre but the first stage voltage is fine. You might want to reduce signal into the second stag...

Measure the signal at the two pots that control volume into second stage from each input stage? Are you sure those pots are wired in correctly?
At pin3 of V2 do you have any DC voltage? What is it?

It the cap shows damage, it is probably best to replace it. Agreed. Sounds like your cap was rated at a voltage below what you threw at it initially. What voltage does it read on the side of C1? Yes that was my point.
