I had a thought.
What if you reverse the guitar chord? Have a little stompbox that switches the phase of the guitar signal.
Or does it need to be at the speaker level?

if its just one tube replating.. try swapping the tubes in the sockets.. see if the problem stays with the same socket..or if the tube red plates in the other socket.. I did everything you did except the 15k resistor with good results. Can you tell me what impact the 15k had? Is it worth opening the amp back up to try? Well others have put in 33k resistors to stop microphonics in V1 and RF coming in. 33k is standard on marshalls and many other circuits. I believe...

Well I do know working from experience that phase in bass amps is important.
You want to be "in phase" with the bass drum.

I too put in a hum balance pot this weekend. Helped to drop noise just that much more.
With a bottom plate, good tubes, shielded V1B grid wire and a 15k resistor directly on the V1A grid my amps noise is now almost non exsistent till the master is over 3/4.
