Looking at the view that shows the side panel, it's obvious that they start with a regular tweed cab, then the blue color looks airbrushed on to me.
Or it could be a very small airless spray gun.
They are super friendly at Mojo, so it might be worth a call or e-mail to ask what type of paint they use, and how it's applied, especially if asked not as a competitor but as a possible customer

Guys used to shellac them or lay on the nitro clear so I would probably lay down some type of sealer first, then the color, then clear.
You can sand between coats for a smoother look.
Then for the final sanding you can go gloss or matte.
Takes a lot of clear though to fill the tweed.
I think I would rather build a cab with alder or swamp ash (for the grain) and just paint it like a sunburst strat.
Although the tweed will be more durable to a point.
