You probably can, it's confusing when it goes into the 'outbox' and never seems to 'go' anywhere, but that just means the recipient hasn't seen it yet. Also PM's dont' email people due to a problem I can't fix... and therefore the only way they know they have a PM is to login and check the forum regularly.
