I built an amp that showed the cases grounded and I didn't - no noise, so what the heck, I left them.

Or the holes were pre-drilled and they put some tape on them when they painted? Just a thought.

I have used a Dremel tool to remove the powder coat around holes that are to be ground points.
Nice tag strip build.
When you get it going, if you get noise you could take a test lead with alligator clips on each end and provide a chassis ground at suspect grounds to see if the noise goes away.
Just don't clip it to a B+ node

You keep your amp plugged into a variac for it's.. I don't understand that.
Whatever purpose you think you are serving by that IS OF NOT A SINGLE USE. The amp is deadly with a 1A fuse, a 2A fuse, a 3A fuse. A 10A fused switch between you and your electrical box just means the 20A service won't trip when you say hello to baby Jesus. Your local HT will go a long time before the 10A.
At least your heirs will have a variac.
The only safe method of working in the amp with it running is to follow 1 basic rule: NEVER become ground. There are many rules that all cover that rule from all angles.
50k pot for mid extension works just as you would expect. More range.
