Resistor Temperature Coefficient

I need some help understanding exactly what/how this rating is calculated. When a value is given of let's say 100ppm/C, is this essentially saying a resistors value may change up to 100ohms per 1M value. In other words, a 1M resistor at 70C can be 1,000,100 at 71C, and so on? But a much smaller value like 1K at 70C would only change by 0.1 at 71C? Sound right?
