Just replace 1M with pot. To me, this is unnecessary, because the Send level control covers that base.

Sorry for the necro bump but this seems like the best place to ask.

Is it best to use switching jacks so the signal can continue to flow through when there are no cables plugged in to the send and return?

The Return jack only would be a closing jack.

That's typically the way it's done. A non-switching jack is used for the send so the signal can be tapped there without interrupting the connection to the return jack's switching contact. When something is plugged into the return, the connection to the send tip is opened.
