So pin 1 is a cathode
There is probably a resistor bypassing that cap as well

Yes but the tube is a dual diode. My first guess would be that it is part of an IF detector or automatic gain control (AGC) circuit. You might be able to get some clue by looking at circuits for similar radios, or find someone from an antique radio group to help you out.
