That's the problem. Something is shorted to chassis. Suspect the first or second filter cap. Or wire shorting.

Yes, still 0 ohms!

I move the fuse holder and now it's 3.47 M Ohm pin8 to chasis!

But when I try It again was 0 ohms again and now it's 19.16 M ohms!

Sometimes I can check M ohms and other times 0

But 90% of times its 0

2. Has it ever worked? If so, when did it stop working? What was the last thing you did to the amp before it quit working?
3. Do you know the difference between 0 and OL on a DMM?

I didnt build It, I buy It and It was working but one day stop making any sound

On your 3rd output tube socket from the left it looks to me from your last photo that pin 3 is shorting to pin 2 .

...There may be a problem around the rectifier or the choke.
What are the VDC on the can cap terminals?
