I want to use this toggle for turning a D'lite 22's clean/od mode. My question is, Is current rating of 2A, 5A ; power rating of 400mv safe for this function?

If this function your talking about only deals with the preamp tube section and NOT the output tube section, then yes that rating of voltage and current of that switch your considering is good.
Also your reading the details of that switch wrong, it’s rated at 400 MVA, not 400 MV.
These two specifications are very different!
To be honest with you, and to be not at all mean, I sense that you do not know a lot about what your trying to do with this amp.
Do you have a schematic you can post up of this amp and where this switch is destined to go?
