We use OrCAD / Cadence at work, which is expensive.
Express looks OK for projects the size of guitar amps - and it has a tube library, which few of the other packages have! ( Although I do have one for OrCAD if someone's interested - symbols only, though :( )

Eagle is free from http://www.cadsoft.de/info.htm. PCB layout package is part of it. Tube library available. The free version has a some limits.

The following limitations apply to the EAGLE Light Edition in general:

The useable board area is limited to 100 x 80 mm (4 x 3.2 inches).
Only two signal layers can be used (Top and Bottom).
The schematic editor can only create one sheet.
