Steve Lukather probably isn't underrated - he certainly has achieved a great amount of success in his life. But I think he is worth mentioning.
As far as jazz guitarists go, I have to give my vote to Ed Bickert.

His use of harmony is sublime. He credits this to listening to big bands as a youngster, and trying to emulate the horn section on guitar.

I nearly forgot: Carlos Rios. He's primarily a session guitarist, and he's all over Gino Vannelli's Brother To Brother album. This guy is a monster, pure and simple!
