I'm not sure but I thought they had a capital 'A' stamped in between the pins on the base? (I've got some like that)

I could be wrong but the 12ax7s look American. I think either rca or sylvania.

el84 have code rx4 on them codes say from 1964 philips amprex made in Vienna, Austria

12AX7 on the right, middle pic is a grayplate RCA, probably '60s. The other one appears to have a larger diameter getter and plate details are different. Probably not RCA.
The larger octal base tube with HAM on it is also RCA, 274 mfr. code below the date code is RCA, maybe Sylvania.
