CE says the brand is Orange Drop, but the data sheet they link to is clearly Cornell Dubilier. Are these caps to be trusted? Anyone using these caps from CE care to opine? M...

That would be my guess, but that’s only based on what I’ve read here. You might also look to some of the Hiwatt designs as well. Again, no personal experience with them. But I’ve read they are very clean.

It's not an RMS meter, but given the readings I got I'd say it was close enough. All you need to do is get the peak to peak voltage on your scope, then divide by 2.828.
