If the tubes are not new, try plugging in a new PI 12AT7. Perhaps the most important and hardest working tube in the amp.
Also, the voltages at the preamp would not necessarily make me consider it a cause for limited breakup until the higher dial readings. Is the amp loud otherwise?

Love it. I restored a Supro 60 from 1939 of a similar look. I had Weber recone the speaker and they did a phenomenal job. Worth every cent. This is not my image, but I found it freely on the web when I researched the schematic for the restoration. Mine is in similar condition to the one in the photo...

Have you considered trying new 6SC7's? These tubs can be quite noisy all by themselves.
My guess is that if you separated the transformers - from end to end - and the noise is still there, the tubes might be the culprit.

In a basic way, I think Clapton is just like all if us and owns many amps, continually seeking great tone. He has earned his ability to buy it. I tend to solder all my speaker wire connections. Some might disagree, but it assures a rock solid connection...allowing me the opportunity to blow up my amps in other ways.

Wegan picks are really nice. They last a long time and they have a great grip design. I've use the 1 mm and 1.5 mm Bluegrass Pick exclusively for all my electric stuff. Unfortunately, the trans is pretty simple and maybe a bit disposable. You might just replace with a new Tweed Champ style with export taps. (+ or - $50 in the US from weber or mojo musical supplies.) Does anybody have an opinion as to the proximity of the second speaker output jack Hot Lead to the second stage cathode cap solder joint? Perhaps there is some interaction.
