If that resistor is what I think it is (1 Ohm used with the next capacitor as a spike filter), then you can just remove it (and the cap, although you can leave the cap if you like). I'd be willing to bet a pretty large sum of money that you will not notice any change in tone or reliability of the am...

You asked about the discolored resistor. If it opens due to stress (it looks like a metal oxide, 2 or 3 watter, so it should be flameproof) then you will lose your B+, or at least part of it, and essentially your amp will not work.
