Those old Ampegs; VT22/V4, etc, are beasts! Powerful, flexible tone machines that weigh a ton. Problem is that there's a lot of heat constantly baking the circuit boards. Repairs are often very labor intensive when compared to other amps. I have rebuilt one in my life, but I'll not be doing it again...

I don't want to sound so negative, but......
If they are anything like the 12" Oxford that came in my old Deluxe Reverb, they suck for Dumble tone. I haven't heard them in a proper D-style cabinet, though.
Only my opinion, YMMV.

I understand the previous opinions regarding using Solens as power supply caps, but what about cathode bypass caps? Has anyone A-B'd them with the standard electrolytic in that position?

Could you post a schematic for the "mod", please? It would help us to help you.
C50 appears to me to be a high-frequency attenuator, probably to roll off the highs for headphone listening.
Let us see the circuit and maybe we can figgure this out.

There should be a connection between the "bottom" of the treble control to the "top" of the bass control. Just one wire missing. If you make that connection (missing on your layout, too), your tone section should start working. Also, I think that you may have your bass and mid caps reversed... But t...
