I hear it, you need to chart out your voltages. A starting point.

I listened again and after that single note harmonic is what sounds like several strings being struck which ring out with a chime like quality. But as JD0x0 said, it sounds a lot like an amp on verge of blooming into feedback.

Yes he is rigth!! you should check the voltages

-Take your mutimeter and insert the black cable to the black labelled bias jack.

-Set your multimeter to 2 v dc and test the pins of preamp tubes in the voltage chart that sir 67plexi send. Test olny the pins under 2v volt in the voltage chard.

-Re set your multimeter to rigth voltage point and tt the other pins of tubes

If it was a strat only I would suggest you dampen the tremolo springs but you say it happens on all guitars?
I barely hear it.

Have you used any silicone on the coupling caps around V1?

Do you have the local feedback loop on V1b?

Is that secured to the chassis or floating?

Have you tried a different bright cap on the Pre volume?
(can be same value) it just may be very microphonic.

If your still getting the issue plugged into the effects return and have tried different output tubes..Try

1.Different speaker cabinet..(Ghost note-ing)
2 If it's a multi-tap try different tap on opt..up or down 4 ohms

Does the problem occur only at certain frequency's or certain notes at certain volumes or all the time on various notes at any volume?

Also does it do it with the NFB wire disconnected from the speaker jack..

There could be an issue with the OPT interleaving..Like Steve mentioned make sure all your voltages are in spec first..

I am posting also a mp3 clip. playing with the clean tone. Due to the quality of the clip you will have to listen very closely to recognise. It is very obvious with the Fmajor.

All your voltages are low. Get your B+ up around 440V and work from there. At 440V your other voltages should come in around spec.

If your running 6V's the voltages OK.. V1/V2 voltages are a little low as you want them around V1-190/V2 200-210 PI around 300.. I don't think that is your issue though!!

The power transformer you have is for 240 volts input voltage.
You need to raise the input voltage to 240 volts or install the proper
Power transformer @ 230v to 420v output voltage under load. I bet that when you increase the B+1 to 420 volts the amp will sing.
Try a step up transformer 230v to 240v to test.
