Each channel has its own path to the PI. You could try and disconnect the tone stack from the PI entrance to see if the bleed is through the PI.

I vaguely remember having a similar issue with a 18 watt Marshall. Same typical design as the Vox with the PI and I think a 100ohm resistor to ground from one channels tone pots wiper fixed the bleed.
