They're probably two different voltage ratings. When I got some wire from Apex, I got a mix of 600V and 1000V. (Steve asked if that was OK before shipping.) The 600V looks pretty skinny and the teflon is quite thin. The 1000V looks more like regular PVC.

I use a Weller WES50. It's the forerunner of the WES51. Basically the same iron with a different handle connector. It's been a good workhorse without any problems. I have the smallest (1/16"?) screwdriver tip on it and use 700F. Found some other reviews here: http://www.eham.net/reviews/detail/2671

This is way over my head, but basically the idea in paralleling an electrolytic with a smaller value film cap is to overlap the high-impedance (resonance) point of the "bad" cap by a low impedance from the second cap.
