1 ohm is pretty small to be measuring.
With my meter I put a 100k in series with the 1 ohm and see if they are actually closer to spec?

Could be, what is the total heater amperage being drawn?
4 x 12A*7 @ .300A = 1.2A
2 x 6V6 @ .45A = .9A
Rectifier = .5A, maybe.
Is this pulling over the rated amperage on the heaters?
Pull 2 preamp tubes and see if it runs better.

Re-routed the preamp wires, much cleaner build now, I could still do more. Moved all preamp wires away from AC heaters, as much as possible without rewiring them. Sorry guys, I messed up with my multimeter readings! I misread the my auto switching meter when reading V3 and V4 grids, the meter switched to mv and I didn't notice and just ASSUMED it was Volts! Took new readings on V3, V4 with reverb tank and footswitch hooked up to the amp.
Still reading 7 mvDC on the grids of V3(pin 2,7).
V4 now reads 0 on pin 2
V4 voltage bounces between 1.4 - 2.1 mvDC on pin 7.

Some build pics. This was built by a friend waaay back in 2011-12. I have modded it and brought it back mostly to stock. I left 4.7uf bypass caps and changed some of the tone caps. Much less noise. Rewired the bright caps/switch/turned the volume pot. I'll link to the genius here who may have done this first. Amp sounds great even with all the wrong parts. I ended up with a 100pf plate bypass on the cold clipper and 68k on the voltage divider...for now. IMG_20201112_201450.jpg...

Is this a clue? With everything on 10, the ONLY place that makes noise/oscillates when touched is the 470pf treble cap and the wires from the 470pf on the bright switch that feed the volume pot.
