the pcb in my Express is a VVR from Dana. It wanted to mount it at a 90 degrees angle to the chasis, but I realized too late that it interfered with the PT secondaries so I rotated it to it's present position....

I used London Power's SB1 which is no longer produced, I think it has been substituted by SV1. Works fine. I think Dana's VVR would work fine too if used to regulate just the PA section.

The Heyboer HTS-9565 OT is THE OT for a 6SN7GTB plexi build. I had no problems sourcing it directly from Heyboer. There are plenty of 6SN7GTB around at reasonable prices

We usually describe as "howling" the noise you get when the output transformer's secondaries are reversed. I would try exchanging the blue and brown leads from your OT.

I use the same grounding scheme as Roberto and Gaz. See the attached schematic for my Express. All groundings are labeled with the local grounding star to which they belong (s1,s2...s5). In this case, heaters are elevated. If they were not, they would be grounded to s1, the PT's grounding. Pablo

I had a similar problem last month. The noise would go when the amp was out of the wooden cab. It turned out to be a faulty i IEC power cord. It only made good contact when the amp was upside down (when out of the cab).
