6L6's can be biased to put out lower wattage yes, say 18, but you need to lower voltage I think too. I'm not a guru at the power supply design side yet, I'm actually working on a new video on picking the OT and such for specific tubes for the tech tips series, and it's definitely something you can really play around a lot with. Lower wattage is doable, just not sure. You could use it and run at lower volumes too as that would push less current, but basically, be careful, or you could smoke the OT.

This will probably be the last time I take a box of parts from someone and they say, "Build me an amp." Then come back after it's 90% done and say, "Oh yeah, I want this and that and the other thing too!"
I'm just going to tell him to deal with the 6V6s; better to have a little disappointment now than a major heart break later.
The amp sounds great to me, so hopefully he will think so too. It might keep him quiet for a bit...
