Anyone know what that is wire is coming out of the transformer?

I don't know, but it's worth testing it for continuity with the windings. May just be some kind of shield ground, but I'd hesitate to ground it without confirming it's not hot.

I checked the continuity of the wire and it is connected to earth ground.
I have updated all the electrolytic caps and the two resistors on the 6L6 sockets.
Before I remove it from the dim bulb tester I want to double check it is behaving correctly.
In my dim bulb tester I have 2 x 60W bulbs and it is set to 120v with 0.4A
When I power on the amp in standby the meter reads 92Vac and 0.4A with the bulb very slightly lit
When I switch off the standby the meter reads 101Vac and 0.4A and bulb is no longer lit.
Does this sound about right?

I am getting close to the finish line. I replaced a few caps,resistors and added a new 3 prong cord. I can't remember if it was there before I started working on the amp but I have been dealing with the dreaded ticking noise common with these amps. I found a few suggestions online and after re-routing wires, lead dress and adding a cap to the tremolo system nothing worked. Today I replaced the LDR and the ticking went away.

The last thing to sort out is when I switch off the standby I get an echo sound. This is new after replacing the LDR. Any idea what the issue could be?

Why use standby?
There's no technical need or benefit in doing so.
Just switch the amp power on or off, as required.

Yeah well, this whole discussion about Standby goes way beyond Pete. Just the other day I was driving through the forest and I saw a sign with a guy drinking a beer and pointing at us and it said, "Only you can prevent Standby". I was a little lit at the time and I may have misread it. I may have been confused about which one of us had the beer in our hand, also.
